You must have a job for your adult charrie.
To get a job you'll have to contact the respective people.
Ministry - Check here
St. Mungo's - Albert Anderson
Professor's - Prof. Helena Ramos
Shopkeepers, Town's - Prof. Guinevere Baudoin

I think once you have your job, you can register your adult and have these people sort him/her.
