as your character is a first year which realistic means they will be 11 and to young to even think about dating. Normally you will start dating in your character 5th year, with marriage after you graduate normally. You just just roleplay all of this. There are rules with dating which will explain it better then i did.

There is information on how dating on HO works in this topic. Presumably that part of the topic applies internationally for students.

Yes, that information on Dating Guidelines counts for the whole forum and so all three schools: Hogwarts, Beauxbauton and Durmstrang. Each shool has it's own School Conduct though, as the natures of all schools are not the same. Hope this helps to clarify.
