Is there really such a thing? If it does what does it mean? I found a place in the dungeons where someone post it in there. It said the new power arises or something like that.

I've seen the banners. I don't know much about it other than I believe it's been disbanded. No one is allowed to have a group or club without governor approval. Several such groups and other things like this have popped up before and are always removed. I'm sure someone who knows more about it will explain it though.
