Register New Character Error

I have tried to register a new account with no luck. I have cleared all cache, all data, used three different browsers and two different IP addresses, and a different unique email address each time.
When I get through the Sorting Quiz, the page just reloads and says "Please verify your information," on a loop. When I click the green "Create Account" button, it says "The administrator is currently not accepting new membership registrations.'
Are we no longer allowed to create additional accounts within the character rules?
