  • Description of issue/error: There are some persons I can no longer PM. I thought that maybe their inboxes were full or disabled, but when I tried to use old PMs I'd sent one of them (before the glitch, I think), he didn't seem to receive the replies, when the other 2 did (they have answered).

Typically that means their PM box storage is full, so they can no longer receive messages. The recipient will need to delete some messages in order to receive new ones.
