only adults can see it. i couldn't see it as my kids, but as my adults, it's there

That's correct, only adults can see the job boards. if you follow the guide listed for the govs in the box above, you can see who to contact about each area.... thats why i added it

if you already have an assured job for the character, then you may create it and contact the appropriate professor (in you case, Kaleb, Prof. Moncrief-Vesey) to get that adult character sorted.
