Background Story
The child grew up in a house where magic was treated as dangerous that had to stay hidden. The guardian believed that anything connected to the wizarding world would bring trouble and attention and because of that, the child was taught never to use magic, talk about it, or even admit it existed. The child was made to believe that having magic was wrong. Whenever accidental magic happened, instead of getting helped or taught how to control it, it was ignored. Overtime, fear, anger, sadness, confusion were learned to keep everything inside, because showing emotions usually caused problems.
Over the years, the pressure kept building. There were only small warning signs which were usually brushed aside. No one understood how much stress the child was under or what the suppression was doing to them until it reached a breaking point. During a moment of emotional distress, all the magic they held back exploded at once and turned into an Obscurus. Their magic began acting on its own which was shaped by all the fear, pain, and repression that had built up for years.
Around ten in the evening in downtown Holyhead, the residents were shocked by an incident they will never forget.
The Minister for Magic sent a message using his patronus to all key individuals to inform and summon them as soon as possible. The message would appear in offices, hospitals, Ministry corridors, and affected residences in the form of silvery light turning into a small dragon shape before speaking in Minister Xander’s voice.

"By order of the Minister for Magic, this is an immediate summons to all key individuals. The Ministry is convening an emergency summit regarding the Holyhead Obscurus incident. Ministry Department Head Officials, representatives from St Mungo’s Hospital, and town councils are required to attend. This meeting will determine next stage containment protocol and emergency response authority. All other Ministry Officials are required to report to Holyhead. The situation has escalated beyond initial classification. Attendance is mandatory, you are to proceed immediately.”
It dissolves quickly once done, leaving behind a faint light.
